A photographic record of the construction of the tram project is to form the basis of a book and exhibition according to an article in The Scotsman on 14 April: Exhibition and book planned to chart the progress of the trams project Stories have been gathered from construction workers to be included in the book, however these are likely to provide only a one-sided view of the construction of the Edinburgh Tram. No views have been solicited from the Edinburgh Public, or businesses who have been adversely affected by the project. The exhibition is to go on show after the completion of the tram project. tie have managed to fund this PR exercise, despite being unable to offer any further respite through their unique and innovative Small Business Support Scheme, to businesses affected by the late-running project. |

Council 'Minded to Grant' Hotel planning application |

The City of Edinburgh Council are 'Minded to Grant' the planning application for the hotel development at Shrubhill. The application is subject to the payment of the full contribution of £866,278 to the Tram Project. The developer had suggested that it was able to provide a constribution of only £350,000, and although the Council have permitted other developments to reduce their contribution, it was not minded to permit the reduction in this instance as it was not felt that a case had been made. Commenting on the application, tie, "welcome the proposal that parking should be limited within this development as this will reduce the potential for conflict between the tram and any vehicles trying to enter or leave the site onto Leith Walk". Despite a number of objections from local residents and Community Councils about the complete absence of parking within the proposed development, the Council Transport report notes: "Current and draft car parking standards would require 96 to 160 spaces for the hotel and 21 to 68 spaces for the retail. However, the development’s location on Leith Walk and its proximity to the City Centre means that it has excellent access to public transport and walking links, including the Edinburgh Tram. It is desirable to restrict the provision of parking in order to support the Council’s wider aims on sustainable transport. Limited parking is therefore considered acceptable in this case.". "On the 8 April 2010, the City of Edinburgh Council determined that MINDED TO GRANT consent subject to the conclusion of a legal agreement. Details of the decision are attached. - No development shall take place on the site until the applicant has secured the implementation of a programme of archaeological work in accordance with a written scheme of investigation which has been submitted by the applicant and approved by the Head of Planning and Stratey. The work must be carried out by a professional acrhaeological organisation, working either to a brief prepared by CECAS for the site. Responsibility for the execution and resourcing of the archaeological work and for the archiving and appropriate level of publication of the results lies with the applicant.
- Prior to the commencement of development, full working details of the method of treatment of surface water and attentuation flow from the site shall be submitted to an improved in writing by the Head of Planning. This shall be in accordance with best practice Sustainable Urban Drainage (SUDS)/Sustainable Drainage principles. The development shall not be occupied/brought into use before the approved drainage system has been provided in its entirety.
- The design, installation and operation of any plant, machinery or equipment shall be such that any associated noise complies with NR25 when measured within any nearby living apartment.
- All music and vocals, amplified or otherwise, shall be so controlled as to be inaudible within any neaighbouring premises.
- Hotel 2 The kitchen shall be ventilated by a system capable of acheiving 30 air changes per hour, and the cooking effluvia shall be ducted to roof level to ensure that no cooking odours escape or are exhausted into any neighbouring premises, all to the satisfaction of the Head of Planning.
- Details of the proposed cooking operations and method of ventilation for Hotel 1 shall be submitted for the approval of the Head of Planning. The approved details shall thereafter be implemented prior to the occupation of the hotel.
- Deliveries and collections, including waste collections, to be restricted to 0700-1900 hours Monday to Saturday.
- Class 3 The kitchen shall be ventilated by a system capable of acheiving 30 air changes per hour, and the cooking effluvia shall be ducted to roof level to ensure that no cooking odours escape or are exhausted into any neighbouring premises, all to the satisfaction of the Head of Planning.
- Full details of the proposed layby and boundary treatment to Leith Walk (south east boundary) shall be submitted to an approved in writing by the Planning Authority and implemented thereafter all prior to the commencement of operation of the hotel.
- Prior to the occupation of the first premises on the site the cycle store shall be brought into use and shall be maintained on the site thereafter.
- i)Prior to the commencement of construction works on the site: a) A site survey (including intrusive investigation where necessary) must be carried out to establish to the satisfaction of the Head of Planning an Strategy, either that the level of risk posed to human health and the wider envionment by contaminants in, on or under the land is acceptable, or that remedial and/or protective measures could be undertaken to bring the risks to an acceptable level in relation to the development; and, b) Where necessary, a detailed schedule of any required remedial and/or protective measures, including their programming, must be sumitted to and approved in writing by the Head of Planning and Strategy. ii) Any required remedial and/or protective measures shall be implemented in accordance with the approved schedule and documentary evidence to certify those works shall be provided to the satisfaction of the Head of Planning and Strategy.
- In order to safeguard the interests of archaeological heritage.
- To ensure the site is adequately drained and to prevent pollution of watercourses.
- In order to safeguard the amenity of neighbouring residents and other occupiers.
- In order to safeguard the amenity of neighbouring residents and other occupiers.

An FOI request for details of of complaints about the Edinburgh Tram project reveals that there have been 472 since 1 December 2008 according to an article in The Guardian on 1 April: Response to FOI request reveals 472 complaints about Edinburgh Trams Michael Traill who made the request using the whatdotheyknow website received this response from Mike Connelly. What is particularly concerning is the admission that there was no formal recording of contacts prior to 1 December 2008, despite this being a legal requirement of the Code of Construction Practice and the Edinburgh Tram (Line One) Act. The LBA was instrumental in getting tie and the City of Edinburgh Council to comply with the legislation. |

The newly-opened Sikh cafe Punjab'n de Rasoi on Leith Walk was the venue for John Swinney's announcement concerning the 2010 Small Business Bonus Scheme as reported in the Edinburgh Evening News on 31 March: Swinney rolls out the rate change news The co-operative cafe was set up with assistance from Government funding. The 2010 Small Business Bonus Scheme comes into force on 1 April, as previously reported, with 60% of business premises being better off with average business rates savings of £1,300. |
